The 10 members of the Vietnam International Financial Center in HCMC have pledged to raise US$2.7 billion by 2027 to invest in infrastructure, education, energy and technology projects.

The center, VIFC-HCMC, announced this on Wednesday at the 2026 Autumn Economic Forum that was attended by Prime Minister Le Minh Hung, members of his government, Nguyen Thanh Nghi, head of the Central Policy and Strategy Commission, and HCMC leaders.

The 10 members are the first holding companies which have committed to developing the VIFC-HCMC, one of two locations in Vietnam’s international financial center along with Da Nang.

The largest pledge was made by property developer Keppel Vietnam, which committed to raising $1 billion to invest in infrastructure and commercial properties in VIFC-HCMC.

Another developer, Saigon Marina IFC, hopes to raise $816 million to set up technology infrastructure for the center.

Liquefied natural gas distributor AG&P will raise at least $425 million, and eventually increase the figure to $1 billion, to develop energy projects in the center.

VIFC-HCMC is seeking to get financial institutions to set up shop, initially focusing on investment funds and asset management companies. The center expects to announce procedures and regulations for accepting investment funds in November.

Banks, securities companies, and other businesses in regulated sectors will be considered for licensing in stages as relevant regulations are rolled out.

At a meeting on Tuesday, HCMC vice chairman Truong Minh Huy Vu said the city plans to issue regulations for investment funds in November, and have three license tiers for asset management activities modeled on Singapore, Dubai, and Hong Kong.

HCMC last month climbed 17 places to No. 67 in the Global Financial Centres Index compiled by London-based Z/Yen Partners and the China Development Institute.

VIFC-HCMC, which began operation in February, was created to connect domestic and international capital with businesses and strategic projects in Vietnam. It spreads over 898 hectares straddling Saigon and Ben Thanh wards and the Thu Thiem New Urban Area.
